If I decide to be Matriarch of the Nietzscheans... I'd give dangerous people and sociopaths appropriate outlets for their needs. Maybe find worlds to give them and people who have matching needs to be preyed on. Or set them loose in a tech-cordoned off area of space to play with each other."Free choice. Free will.
