Phoebe shows up and starts laying things out. Her face is white and her eyes are angry, but she seems to be in perfect control. She smiles as people enter the room.

"Point. There are tests they could be given, but I suppose any student who's currently pulling a B or better could at least be eligible. How do we feel about paying them? We'd get more applicants, but I don't know how committed they'd be."
