"Hello, class!" Tick said from behind his desk. Lockheed was on his normal shelf. "Today we have a special guest: Constable Benton Fraser, Royal Canadian Mounted Police and Fandom High Security. He will be speaking of his experiences and views on Justice. So please, have some coffee," Tick motioned to the cups on his desk, "and give Constable Fraser your full attention."

"A good question," Fraser says. "Prevention is way that most law enforcement choose to approach crime. Prevent the crime from happening, prevent destruction of property, injury, or loss of life and prevent a person from actually becoming a criminal. Such things as Neighborhood Watch fall under his method. Of course, prevention doesn't always work. Therefore, I tend to lean towards a method of prevention and vigilance. Watch your surroundings carefully, indentify possible problems and know what to do in case the problem erupts. In this day and age, anyone could be a criminal. You can't rule out an eighty year old woman with a walker as criminal which is very unfortunate. Prevent where you can, be aware when you can't."
