Alex had a cup of tea with her as she entered class, and was dunking the tea bag thoughtfully. She had yet to drink any. You could tell by the rosy glow of her non-green skin.

"Deceptively simple topic this week," Alex said. "Do your citizens have any say about law-making? Let's say there's a dangerous practice going around, and your citizens lobby to have it outlawed. Do you listen? You're the ruler, after all. It's your say.

"What if it's not a dangerous practice so much as a morally objectionable one? Or one that some people condemn on religious grounds? Or, conversely, an activity that a particular religion promotes, which others outside the religion object to, such as ritual scarring or animal sacrifice."

She took a sip of her tea. "This could be anything from drug use, to sexual activity, to something like driving while intoxicated -- or while texting on a phone. The people in your land want something to be outlawed, or they want to allow something that you, in your infinite wisdom, have deemed to be illegal, for whatever reason. How much weight to you put on public opinion?

"Democracy is supposed to be by the people, for the people, and of the people -- not that any of you are constrained to leading democracies -- but at the same time, you're obliged to protect the minority from the tyranny of the majority. Which means --"

Alex broke off abruptly, staring at her hands. "Am I green?"

"Am I green?" Alex said, setting down her cup of tea and holding her hands in front of her eyes. "Seriously, do my hands look green to anybody else? Am I losing it?"

Your citizens want something to be outlawed, or want something to be made legal. How much does that influence your decisions? Does the reasoning behind the request matter? Do religions get special allowances, or other organizations?

Who may or may not be green.

"I make mistakes," Squall answered. "I'm willing to reconsider any decision if the citizens ask me to. And maybe the decision was made by someone I delegated it to, anyway. But they have to have a reasonable argument, and not be stupid about it, and I'll still have the final say. If they wanted to govern themselves, they shouldn't have put me in charge."

"Hey, Squall," Karla said, looking rather concerned. Squall didn't often seek her out. And showed his emotions even more rarely than that. "Everything okay? Rinoa?"

Look, it wasn't a hard guess.

"Rinoa," Squall confirmed. "We have another battle coming."

"Hell's fire and Mother Night," Karla swore. "Did Seifer do something again?"

Squall shook his head. "There's another Sorceress. Ultimecia. Once we figure out how to get to her, we need to take her out."

"How can I help?"

Of course she was going to help! Suggesting otherwise was just silly.

Well, it wasn't like she was going to turn into a kitten in a few hours, right? That would just be ludicrous.

"Just be ready for my call," Squall told her. "I don't know when it'll be."
