Construction [Friday]

Fraser decided to continue Operation Test the Equipment for one day longer. So, the construction site is alive with noise this morning and Fraser looks quite pleased with this development.

To add his own personal touch onto the project, he's also told a few of the construction workers to bang intermittently on the walls outside of a certain office with the excuse of testing the foundation and how sturdy the rebuilt walls were. They were more than happy to oblige.

The safety gear is out and the construction site is open.

If this were a musical, the construction workers would be dancing on their equipment.

Thankfully, this is not a musical and nobody (especially not Stark) is dancing on any equipment. Just making lots of noise.

If this were a horror, the ghost of a long gone construction worker would haunt the construction site for a worthy heir.

If this were a romantic comedy, one of the construction workers would fall for the teacher in the highest office who looked down upon him adoringly.

When the afternoon rolled around, Stark was still there and still making a lot of noise and still enjoying himself.

If this were a drama, Meredith Baxter Birney would star.

If this was scifi, Sigourney Weaver would be kicking some ass.

Phoebe had decided that talking to Fraser would be a good plan as he could probably tell her whether the teachers really could be punished or hurt.

"Hi, Constable Fraser."

"Miss Halliwell," he said, smiling. "I hope this morning finds you well."

Phoebe smiled. "I am well, thank you. Do you have a moment? I have a couple of questions... about her."

"I do," he said, nodding and gesturing further away from the noise of the construction site. "I'm almost afraid to ask what she's done now."

"She says that if teachers talk to the students about anything not related to the class they teach, the teacher will be punished by her. She also says that all punishments handed out to students are her jurisdiction and they can be made to answer any questions."

"Technically speaking," Fraser said, "she can punish those who break the rules. Principal Washburn could do the same as could any teacher who caught a student breaking a rule. But. These rules are rather idiotic in nature and are being instituted in an attempt, by her, to garner complete control over the school. Can she do it? Yes. Will people let her? I highly doubt that."

"The class I teach? Half of the students in it are my relatives, my sister and two nephews. One, is my best friend, almost like my sister. I have my boyfriend, my pseudo little sibling and some good friends in that class. I am sure you have an idea how well that rule went over with a class like that."

"I can only guess it didn't go over at all," he answered, a small smile on his face. "I would advise caution when dealing with her face to face. From what I have heard, she's quite dangerous and quite unaffected by throwing her power around. I don't doubt that people could take care of themselves but she is dangerous."

"She took my voice away last week," she said with a grim smile. "It took a lot to convince Cole not to fireball her for that." She shook her head. "I told my students that if she called them to the office not to go, that I would take responsibility for that order."

He grimaced and said, "I'm sorry to hear about your voice. And while I admire you protecting your students, please do take someone with you should she call you to her office."

"If I decide to answer her summons at any time, I assure you, this time I will not go alone. Losing my ability to have any kind of voice at all, and trying to calm two freaked out boys, not fun." She grinned. "I could always take my adopted big brother."

"It sounds like you have plenty of backup," he said and smiled in relief. "I'm hoping she decides not to summon anyone but I doubt I'm right. As long as there's someone with you in case she does try something."

Phoebe nodded, glad to see the relief. A worried Mountie made Phoebe sad.

"I know if I get called in, I won't have the choice of not taking back up. I'll probably ask Aziraphale to go with me since I'm sure his temper doesn't match Cole's and he's less likely to attack her."

"Yes," he said, nodding. "While I'm sure she's plenty provocative, I wouldn't advise outright attacking her. Not while she thinks the school board is on her side. It would only make things worse.

"Has anybody been able to contact the schoolboard... and can't charges be brought against her for hurting the students? Most of the kids she's hurting are minors... "

"We've no actual proof other than student's words and the results to prove that she's been hurting anyone," Fraser said. "Which is unfortunate and something I say not for people to think we don't believe them but word against word is often hard to prove especially if she's school board backed. There are attempts being made to contact the school board, though."

Phoebe nodded. "I think I've made it pretty clear to my students that the teachers are not condoning this behavior and do believe what is happening. I also told them that they can go to any of the teachers for help... or come to Caritas. No harm can be done to anyone there."

"Both wise statements," he said, nodding. "All the teachers are aware of what is happening and all are doing as much as we can as quickly as we can to stop it. I assure you of that much."

She smiled. "I have no doubt about that. First of all, I know you would never accept this, and second of all, I know the teachers do not like their kids being messed with."

"And you would be right on both accounts." He nodded once. "And the teachers know the students would just let it happen as well."

"It's Fandom. When something like this threatens one of us, we all band together to fight back or protect, whatever we need to do."

All Fraser could do was laugh and nod. "That you do. Yes, indeed."

"You're one of us, too," she reminded him.

That deserved a smile. "Thank you kindly."

She grinned. "Thank you for your time, sir. I should get back before the boys realize I'm gone and get worried... again."

"You do that," he said. "Thank you for your visit. Take care of yourself."

"Thank you sir... and you be careful, too."

"I promise I will."
