Interstellar Relations, Monday, 5th Period

Laura stood at the front of the class room, clad today in one of her suits. To her right, a large cream-and-gray ball of fur on one shoulder, stood Professor Harrington. They were speaking quietly among themselves as the students filed in from earlier classes and lunch. On the desk behind them, envelopes awaited each student. Inside, they would find their party assignments and any other motivating issues they should know, whether it be new information or reiteration of the notes from the previous class.

The desks in the room had been divided into two, labelled groups. On one side, desks were labelled "Centrist," "Loyalist," and "Progressives"; on the opposite side, desks were labelled "Liberals," "New Men," and "Conservative Association." At the center were two desks, these labelled "Her Majesty" and "Prime Minister" respectively.

Excusing herself from her conversation with Professor Harringon, Laura attempted to call the class to order. "If everyone would please take their seats according to their party assignment, we'll get started."

She paused for a few seconds, allowing any stragglers to take their seats and prepare for the class. Once everyone seemed to have settled in, she spoke again. "Today, we have a guest with us -- Professor Harrington -- who, thankfully, is actually a member of the House of Lords on Manticore, as well as a Steadholder in the Manticore-allied world, Grayson. She'll be our subject matter expert today, fielding questions and attempting to play the part of her second home, Grayson, in our deliberations today.

"Your dilemma is this: There is currently a war going on -- one that has drawn out for the better part of twenty years. The People's Republic of Haven -- recently renamed the Republic of Haven -- is under new management and is seeking a ceasefire in the war. The Liberal Party, dominant for the first time in years, is using this as an opportunity to further cut back on military spending and withdraw somewhat from interstellar politics.

"Consider yourselves in the House of Lords. If consultation with the Commons is needed, please see Professor Harrington or myself." She looked over the students. "Any questions?" She took the time to answer any direct questions to start things off. "Well, if that's all, have at; we'll go until the bell rings."

Nimitz watched Schrodinger sign in, eyes carefully following the cat-person until Honor reached up and caught his attention. He signed something to her, then crawled down. She absently fed him a stalk of celery from a pile on the desk, continuing to talk to Roslin.

"The possibility of a cessation of hostilities should not be dismissed out of hand," Isabel began. "Negotiatiations should begin with the Havenites as soon as possible. However, until such time as they prove trustworthy, there should not be a significant change in the preparedness of our military. Hopefully they will prove themselves quickly."

Honor arched a brow, imagining what Benjamin might say at a juncture like this. She was, of course, "just visiting." As such, she didn't want to interfere with Manticore's internal politics. Even if they were allies. And even if half the RMN personnel were on loan to Grayson.

Schrodinger took a seat and looked around the table. "I never thought I would agree with a liberal, but now is the time for peace and withdrawl. We have been at war for far too long and we must look to our own problems, not those of other worlds that surely can take care of themselves."

"By having a sense of responsibility to our subjects and member worlds, that's how. Leaving the rest of the star system to, as you put it, 'take care of themselves' guarantees new aggression further down the line. Haven will start looking to rebuild their coffers within the next decade; are you willing to hand over undefended planets to them without any form of defense?"

Schrodinger tried to roll his eyes like he had seen the Old Opera House Men do thousands of times. It didn't really work on him and looked more comical than condescending.

"So you claim to see into the future? And that this truce by the Havenites is nothing more than a ruse to rebuild and attack again? Have you no trust in anything?"

Parker smirked and made a dismissive gesture. "I trust our common experience. Which is that the Havenites do not give up on their plans for expansion this easily. Trust is for allies. Which they have yet to prove themselves to be."

Honor gave a smile. "Speaking as a guest, but an ally... your continued caution in dealing with the Peeps, er, the Havenites is much appreciated. While the Grayson Navy is growing by leaps and bounds, we can expect to fend off Havenite advances on our own for only so long."

She did the math in her head, realizing only too late that she should have brought a map. "At least eight on the forward perimeters, not counting the forays the Havenites have made into Andermani and Silesian space. Our most recent setbacks have cost us dearly in terms of alliances."

"Your Majesty, I would counsel that we do not accept this offer of a ceasefire without further investigation. The situation in Haven is far too recent to make any sweeping decisions regarding the war at this juncture. I would like to believe-- as would everyone here, I'm sure-- that the leadership of the new Republic of Haven isn't the same group of jokers dressed in new clothes. But I am unwilling to commit to a stand-down without furter good faith efforts and proof of disarmament on their part."

"Thank you, your Lordship." Parker gave Peter a queenly nod, then a grin, and added, "Before any course of action is taken, we should of course consider their offer of a cease-fire-- but the proofs should be contained within the proposal, or I don't see how we can possibly accept it."
