In order to fund war against Athens, Sparta take support and funding from Persia. After war end, Athens in ruins, Sparta and allied states weakened, and Persia collect debt by taking many Greek cities back in Asia Minor. Weakened state and disunity also open door for conquest by Philip II of Macedon three decade later.

After a thorough reading of Thucydides's History of the Peloponnesian War -- and I am greatly troubled by the soldiers who were taken to the rock quarry to die on mass -- I believe a succinct answer to your question is that civil war makes civil hands unclean tears a country up so much that outside forces can easily infiltrate into the system and take over once the internal forces have broken each other up so much.

Civil war usually makes a country vunerable to other attacks from other countries. They are too busy fighting each other to notice another country trying to take over. And just because a war is over doesn't mean there isn't hatred between the two sides. War could create grudges that last years which cause the country to tear iself apart from the inside.
