"The vote was split last week, so I get the tiebreaker," Tyrion announced, once the students were all in their seats. "And the tiebreaker goes to power through bureaucracy."
"Bureaucracy, in the noun form, refers to the non-elected officials who do the work of an elected, appointed or hereditary head of state. While technically it applies to everyone from the king's hand down to the lowliest clerk, we're talking today about the power wielded by the ones in the middle. No king or counsel rules alone. The people who actually write and enforce the rules have enormous discretion for good or ill. As an example, look to your last interaction with your government -- how well or poorly it went is probably down to some bureaucrat. The power to make smallfolk either ecstatic or miserable is all the power many of us can dream about.
"For today's assignment, this half of the room" -- he gestured -- "will play the bureaucrats. You have candy. The students on the other side of the room want the candy. Your job is to decide what the application process is. We'll switch places in 20 minutes. Begin now."
